Your Visa and Mastercard issuer agreement isn’t the finish line. For a CFO, it’s the start of unit-cost drift.

Issuers put months of work into negotiating these agreements: executive sponsors, legal review, detailed incentive modeling. The contract gets signed, everyone breathes, and then the real cost management challenge begins.

Because the incentive deal is only one side of the economics. The other side is the weekly/monthly network(scheme) fee invoices that start arriving immediately, and keep arriving for the life of the contract.

Those invoices reflect tens of thousands of individual fee codes that Visa and Mastercard can update multiple times a year, unilaterally, regardless of what’s in your agreement. New fee categories get introduced. Optional services get enabled “on” by default. Assessment logic changes. Rate adjustments take effect. None of that requires your approval.

So you can close a strong incentive deal and still watch your net cost per dollar processed climb steadily over the contract term, because the fee side moved while the incentive economics stayed fixed. The P&L impact shows up as small, persistent variance that compounds across months and volumes.

Most institutions put significant governance around the contract negotiation itself. Far fewer have a structured, repeatable process for monitoring what happens on every invoice afterward. This isn’t a gap in expertise. Even professionals who spend their entire careers in payments regularly encounter new or unfamiliar fees on invoices. It’s a gap in ongoing process and ownership.

If you’re a CFO (or own network economics), ask one simple question this week: after the last contract was signed, who owns invoice governance, and what’s the monthly control that proves fees are behaving as expected?
